Direct Selling Association Commends House Subcommittee for Addressing FTC Rulemaking

DSA Statement on House Appropriations Financial Services and General Government Subcommittee Action on FTC Rulemaking.

WASHINGTON, D.C. – The Direct Selling Association (DSA) commends the House Committee on Appropriations and the House Appropriations Financial Services and General Government Subcommittee and Chairman Dave Joyce for including Section 508 in its FY2026 appropriations markup addressing FTC rulemaking on earnings claims and the Business Opportunity Rule.

Section 508 establishes a clear standard: before moving forward, the FTC must demonstrate the need for these rules and account for existing self-regulatory frameworks and consumer protection measures already in place across affected industries.

“Direct selling has made meaningful investments in strengthening self-regulation and consumer safeguards, and we are committed to working constructively with the FTC to ensure any approach reflects those efforts and delivers effective outcomes for consumers and those building businesses within this model,”

said Dave Grimaldi.

“We appreciate Chairman Joyce’s leadership and look forward to continuing that engagement.”

The Subcommittee’s action reflects continued concern in Congress about the direction of these proposed rulemakings. That this language stands as one of only two policy riders addressing FTC authority underscores the seriousness with which lawmakers are approaching these issues.

DSA will continue to engage with Congress and the FTC as this process moves forward.
